It is proposed to raise the rates of the local duty stipulated to provide permissions, also to set for extending the terms of the construction permission. Presenting the package of draft laws on Making Amendments and Addenda to the Tax Code of the Republic of Armenia, the RA Deputy Minister of Finance Arman Poghosyan noted that until this moment local duty is set only for providing construction permissions, and such local duty is not set for extending the terms.

At the same time, it is proposed to apply the increase of the local duty rate on the individual residential houses only on the administrative territory of the City of Yerevan, and not to apply at all these increases on the border settlements, emphasizing the balanced development of the territories.

According to Arman Poghosyan, the package of draft laws presented for debate pursues two main goals. First, to form such environment, where the developers will display more responsible and disciplinary behavior towards the preserving the terms for construction permissions, and in case of not displaying will be obliged to pay additional local duties to the communities, which gave those permissions, Second, to set payment obligation of the real estate tax of some property units of state and community importance, they are the property units, which at present, according to Arman Poghosyan, are not unfairly taxed.

As the Deputy Minister informed, it is also proposed by the drafts also to tax by the real estate tax and the voluntary constructions built on the state and community property plots of lands to the free permanent users of the state and community property plots of lands and constructions, as well as the permanent users of state and community property plots of lands provided by the right of constructing and rent on the underground and above ground buildings, constructions or structures.
